水行政综合执法机构成立近二十年,然而机构规格设置低、综合协调能力差,人员素质不高,经费不足,行政强制措施不给力等问题仍未彻底改善,各种干预、影响也未彻底摆脱,良好的水行政执法环境尚未形成。总结十几年执法工作经验,针对存在的问题进行分析并尝试提出对策建议。

The comprehensive agency for water administrative law enforcement has been established for nearly20 years.However, there are still a lot of problems in water conservancy management and law enforcement.The agency has a lower level, in which personnel quality is not even.The ability to coordinate with other departments is terrible.The lack of funds has not improved. Powerless administrative compulsory measures still exists.According to the author's over ten years of experience working in law enforcement,the thesis researches on the problems of water administrative law enforcement system,trying to find the countermeasures in order to protect water resources more effectively.
